If you pre-select a part of the track and then open an effect, then it will apply just to the selection you made.

I agree...no split in Waveform view would be great. Along with the fact that x264 encoded video doesn't bring in any audio any more (that's being dealt with in another post). Back in the good old days, you only used to get menu options that actually worked in the view you were in, and didn't see the ones for the other view at all. Adobe Premiere comes with a bunch of built-in keyboard shortcuts that can increase your speed and efficiency while editing. You can then, by right-clicking on any item in the list, get the option to insert just that range into a multitrack session as a clip. At least, that's what it looks like. When you do this, all you are actually doing is starting its playback in several places, and not actually altering the file at all. I am a producer/writer and I don't touch the program enough (full disclosure). Certain tools are only available in Multitrack mode such as the Razor tool. That's why I feel this is one that Adobe should be correcting with an update. I clicked on the Razor tool and now it appears whenever I'm in an editing box. (And then very quickly release an update to correct the issue without a reinstall.).

No those tools are only available when you are working in the Multitrack view. This option is greyed out.

You don't get editing options unless you double-click on a file and open it in Waveform view. Adobe is changing the world through digital experiences. At least, that's what it looks like. I mostly use Steinberg's awesome Wave Lab and I have used the amazing Soundforge for decades, but this quirk in Adobe Audition is just weird. Working in Multitrack gives you far more flexibility without needing all these extra files, and there aren't any particular limitations to working like this at all. My work flow is record in multitrack and then edit and finalize takes for the chapter, I import the clips in waveform to EQ, normalize, compress and finally save a wav file. The difference is that Multitrack is basically a non-destructive playback system, and the only destructive work you can do is in Waveform view - hence the greyed-out controls unless you're in it.
